California Requirements for Out-of-State Dealers

California Firearms License Check (CFLC)

Any firearm shipped into California by or through a licensed dealer (FFL) other than type 03 or 06, MUST obtain an approval number from the California Department of Justice (CA DOJ) prior to shipping the firearm into California.

Dealers, you will need to register with CA DOJ, it only takes about 5mins. to register. Once registered, you will have acces to the CA DOJ CFLC website where you will enter the receiving CA dealers CFLC number, your invoice number and type and how many firearms you are shipping into CA. You can then print out the infomation letter and include it along with the firearm(s).

Please keep in mind that it is a misdemeanor for a CA dealer to receive firearms from any other dealer out-of-state or in-state. So CA dealers are usually pretty serious about getting the CFLC apporval letter shipped with the firearm(s).

The whole CFLC requirement is fustrating and many dealers don't want to deal with CA buyers. It's understandable that some out-of-state dealers may refuse to "Register" with CA DOJ and we can respect that decision; that being said dealers who do not register with CA DOJ cannot legally ship firearms into CA and are cutting themselves out of one of the largest firearms markets in the country; so we would encourage you to reconsider doing business with us poor souls here in CA. (This is "back-door" gun control and by refusing to do business with CA you're only helping the anti-gun'ers).

California Roster of Approved Handguns Clarification for Law Enforcement Sales

Suchar Enterprises conducts business primarily with active duty Law Enforcement professionals; that being said, we receive, sell and transfer handguns that are NOT on the CA DOJ Approved Handgun Roster.

There is often confussion about the laws regarding shipping "off CA roster" handguns to California.

In a nut shell, there are no laws the prohibit shipping "off roster" handguns into CA. The law only limits who the CA dealer can transfer the "off roster" handgun to. Law Enforcement is EXEMPT. Below is the CA Penal code if you wish to read the legal stuff.

P.C. 12125. (a) Commencing January 1, 2001, any person in this state(CA) who manufactures or causes to be manufactured, imports into the state(CA) for sale, keeps for sale, offers or exposes for sale, gives, or lends any unsafe handgun shall be punished by imprisonment in a county jail not exceeding one year.


(b) This section shall not apply to any of the following:
(4) The sale or purchase of any pistol, revolver or other firearm capable of being concealed upon the person, if the pistol, revolver, or other firearm is sold to, or purchased by, the Department of Justice, any police department, any sheriff's official, any marshal's office, the Youth and Adult Correctional Agency, the California Highway Patrol, any district attorney's office, or the military or naval forces of this state(CA) or of the United States for use in the discharge of their official duties.

Nor shall anything in this section prohibit the sale to, or purchase by, sworn members of these agencies of any pistol, revolver, or other firearm capable of being concealed upon the person.
